The City of Altoona is accepting applicants for the Direct Loan Program. The Program provides housing rehabilitation assistance for income eligible homeowners.  Loans of 0%-3% interest will be made available to owner-occupied units located within the City of Altoona. Rates are determined by total household annual income. Income limits vary according to family size.
