Department of Administration
 
The Department of Administration is headed by the City Manager and is responsible for performing staff functions for the Manager and assisting all City departments and other units of the City in carrying out their duties.  The Department of Administration is comprised of the City Manager, City Solicitor and the City Clerk who serve as City Council's staff. These three staff positions are the only staff positions appointed by City Council.
