Larry C. Clapper, Esquire

The City Solicitor, Larry C. Clapper, graduated from Altoona Area High School, and obtained a B.A. from Penn State University.  He received his Juris Doctorate from Duquesne University in 1986 where he was a published member of the Duquesne University Law Review.  Attorney Clapper is a member of both the Blair County and Pennsylvania Bar Associations.

In accordance with the Third Class City Code and the Administrative Code of the City, the Solicitor provides the Mayor, City Council, and other members of City Management with legal opinions on matters involving the City of Altoona upon any question of law which may be submitted in their official capacities.

The Solicitor does not provide legal services to the general public and does not maintain an office in City Hall.
