On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act (ARRA). ARRA will provide a total of $535,897.00 in a one time allocation of Community Development Block Grant (CDBG-R) funds. The Department of Housing and Urban Development requires that the City of Altoona prepare and submit a Substantial Amendment to its 2005-2009 Consolidated Plan 2008 Action Plan that outlines how the City will administer these funds.
