All residential contractors conducting work in the City of Altoona must be licensed with the Commonwealth of Pennsylvania and provide the City of Altoona Department of Inspections with their Home Improvement Contractor's License Number. All commercial contractors conducting work in the City of Altoona are required to obtain a City of Altoona Contractor's License.  Applications are submitted to the Department of Codes and Inspections.  For new residential and commercial contractors, a Business License must be obtained. Minimum insurance requirements are $500,000 for liability insurance, and proof of worker's compensation insurance if the company has employees. The City of Altoona must be listed as a Certificateholder on all insurance.
