On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act (ARRA). ARRA will provide a total of $819,718.00 in a one time allocation of Homelessness Prevention/Repaid Re-Housing Program (HPRP) funds. The Department of Housing and Urban Development requires that the City of Altoona prepare and submit a Substantial Amendment to its Consolidated Plan 2008 Action Plan that outlines how the City will administer these funds.
