Housing is the heart of the City.  Having affordable housing available for people of all income levels and keeping the existing housing inventory of the City in good condition assures the livability of the City.  Good housing strengthens neighborhoods and helps avoid deterioration.

Every five years the Planning and Community Development Department must prepare a Consolidated Plan for the Federal Department of Housing and Urban Development.  This plan requires the City to address affordable housing for low-to-moderate income persons.  However, the City Comprehensive Plan also recommends attracting and retaining middle income households in both new construction and rehabilitation of older structures.
