Mission Statement:

 

It is our mission to support the employees and management of the City of Altoona by providing necessary resources and continuously working to improve the systems used by all of the departments within the organization.  Through consistent effort and open communication, we seek to maximize the quality of the services provided to City residents by supporting the employees who serve them.

                       

 

Functions of the Department:

 

·        Administration of employment related directives from the City Manager

·        To source, screen, interview and hire qualified candidates for employment

·        Negotiation and administration of all collective bargaining agreements   between the City and its employees.

·        Oversight and administration of all employee benefit programs

·        Administration of all unemployment and workers’ compensation claims

·        Oversight and administration of employee relations programs

·        To ensure compliance with all legal and regulatory standards

·        To provide support through systems and policies to personnel of the City

·        Development, implementation and evaluation of policies and procedures
