The word plan is a common word with multiple meanings, but they all address the future. A plan prepares you for tomorrow. A mother can plan an outing for her family, a General organizes a battle plan, an engineer prepares plans or drawings describing a construction project, and the businessman develops a marketing plan for a new product. Every plan identifies the problems and issues that demand attention. A good plan has sought the advice and guidance of many people. A plan states the goals or outcomes that are to be achieved. The plan must invite action to achieve the goals.

 

The Altoona City Planning Commission provides oversight to the City's Planning Activities. Staffed by the Planning and Community Development Department, they guide the development of many kinds of plans. Some are broad and general in nature and anticipate that the goals will take 10 years to achieve. Some plans are very specific and anticipate only a few months to accomplish.
