Solid Waste Recommendations

 

As part of its contractual responsibility to evaluate the City of Altoona’s solid waste collection system, the Engineering Firm of Gannett Fleming and the Professional Recyclers of Pennsylvania (PROP) have prepared the following six (6) Fact Sheets summarizing their findings and recommendations.

 

The first Fact Sheet summarizes the results of a scientifically accurate random sample survey of Altoona residents. They were asked their opinion on “quality of life” and solid waste issues in the City. The second sheet describes the advantages of a simplified waste collection system, while a third sheet details the cost of chasing uncollected waste and the burden it places on the local court system.

 

Concerns that bidding for waste collection would eventually eliminate competition in the marketplace are discussed on the fourth Fact Sheet. The current poor performance of Altoona’s recycling program and how to fix it are the topics of the fifth sheet. The sixth Fact Sheet outlines the components of a less expensive and more efficient waste collection system recommended for the City of Altoona.
