Business Licensing
All Contractors, regardless of their trade, must first obtain a City of Altoona Business License. A new Business License is initially issued by the Community Development Department. The renewal of a Business License is administered by Berkheimer Digital Tax Solutions. The Business Licensing requirement applies to all businesses, as well as to General Contractors, HVAC Contractors, Plumbers, and Electricians who perform work in the City of Altoona.
Contractor Licensing (to include Plumbers and Electricians)
The Commonwealth of Pennsylvania requires all Contractors, excluding Plumbers and Electricians, conducting residential work throughout the Commonwealth, to include the City of Altoona, to obtain a Pennsylvania Home Improvement Contractor’s (PHIC) License. The Commonwealth's Contractor License is the only requirement the City of Altoona has for Contractors performing residential work. However, Contractors, including Plumbers and Electricians, planning to perform commercial work in the City are required to obtain a City of Altoona Contractor’s License. A Certificate of Insurance for Liability and Worker’s Compensation Insurance must also be obtained and submitted to the City prior to approval.
