The City of Altoona’s Department of Community Development administers a 0% interest, deferred emergency repair program. Loans will be offered to the owner-occupied units located in the City of Altoona. Income limits vary according to family size. Loans will be forgiven at 25% a year for four years. The Emergency Process is as follows:

The Emergency Process is as follows:
The homeowner will contact the Community Development Department for an application for the Emergency Repair Program. Once the completed application is received, along with the appropriate documentation, Housing Rehab Staff will conduct an inspection of the emergency in question with the homeowner. A Radon test must be performed in the property, if radon exist and it is above the maximum level you will no longer be eligible for this program. Unless the owner would have the issue remediated. Together they determine the work to be done.
THE EMERGENCY WORK IN QUESTION CAN NOT AFFECT AN EXISTING PAINTED SURFACES!
The Housing Rehab Staff will prepare a description of the work and a cost estimate which the homeowner approves. From this, the City prepares the bid specifications. When the homeowner approves these, they are placed for bid to an approved local contractor who will visit your home in order to prepare their bids. The bids are opened and reviewed.
At this time the loan decision is made. If the loan is approved a loan closing is then scheduled and all supporting documents are signed and recorded.
Work begins and is inspected by the City as it progresses. The City issues contractor payments as called for in the contract. When the work is completed, inspected and approved by the Housing Staff and the City’s Code Department final payment is made.
